1. Be 65+ or disabled by January 1, 2024.
2. Earn under $40,500 with disability exemptions.
3. Pay utility taxes.

To apply for refunds, gather these documents:

Name, address, birthday, and phone.
W-2 or SSN for 2023 income.
Copies of 2023 utility bills.
Disability status date and agency.
