More ABAWD Time Limit Age Changes on the Way

According to the statement released by Go Banking Rates, in September 06, 2023, under the FRA, SNAP 2023 food stamps eligibility for ABAWDs has seen a shift, with the age limit moving from 18-49 to 50. But this is just the beginning. On October 1, 2023, the age limit will increase to 52, followed by another increase to 54 on October 1, 2024. These age and exemption adjustments are temporary, set to be in effect until October 1, 2030. These changes raise critical questions about how they will impact individuals who rely on SNAP and how state agencies will adapt to these evolving eligibility criteria.

The FRA not only modifies age requirements but also introduces exemptions that will reshape SNAP’s 2023 food stamps reach. Homeless individuals, veterans, and young adults aged 18 to 24 who have aged out of foster care will be exempt from ABAWD work requirements and time limits. However, state agencies will face reduced discretion in granting exemptions. Understanding these changes and the criteria for exemption is crucial for both beneficiaries and state administrators.

The FRA introduces a new layer of transparency to SNAP 2023 food stamps through Section 314, Waiver Transparency. This requires the U.S. Department of Agriculture (USDA) to make state waiver requests and agency approvals related to the ABAWD time limit available to the public within 30 days of enactment.
